Permafrost area free of ice-sheets in Quaternary have been a place where the Ice Age Fauna tried to survive. Some authors think of tundra-steppe biome existed there which was the perfect place for Bison Priscus, Equus Caballus, Rangifer Tarandus etc. and related predators of the past.
